Director of International Policy
Christel Hiltibran
Christel serves as the US-based Director of International Policy for Carbon-Free Europe. In this role, she fosters transatlantic cooperation with the European Union and United Kingdom on designing and implementing strategies and policies to promote a reliable, secure, affordable, and clean energy system essential for the security, prosperity, and decarbonisation goals of the European Union. She manages and directs research on comprehensive, tech-inclusive energy portfolios, and advises on strategic issues such as competitiveness, industrial strategy, free trade, and clean energy finance.
In close partnership with a Brussels-based team, Christel serves as a spokesperson to communicate CFE’s research and strategic recommendations to the press, policymakers, and stakeholders in the global energy sector. She engages with the UK and EU Member States on region and sector-specific projects to accelerate the clean energy transition through all available clean technologies.
Prior to joining CFE, Christel managed energy systems analyses to include decarbonisation and energy land use planning studies with a focus on the environmental impacts of renewable energy deployment in North America. During her decade-long military career in the US Army, Christel gained deep experience in interagency coordination, national security issues, international development programs, and diplomatic relations.
